Fluency is the smoothness and speed with which people can read. It not only impacts the sound of oral reading and the speed of silent reading, but also has an effect on comprehension. If a reader is inefficient for any reason, comprehension is disrupted. Think of it as sort of like your computer. When your computer is working on too many things at one time, it slows way down, right? It might even crash. When a reader has to think too hard about the process of reading, that also takes up processing power. The reading also slows down, and may not convey the messages as it was intended.
